中国中央电视台阿拉伯语国际频道25日开播,在中国与22个阿拉伯国家之间又架起了一座友谊与沟通的桥梁,开辟了一个新的向2亿多阿拉伯观众展示中国文化与文明的窗口。

 

  据悉,阿拉伯语频道将通过阿拉伯卫星(Arabsat)和尼罗河卫星(Nilesat)传输电视信号覆盖中东和北

非地区,同时也通过中星6B卫星覆盖亚太地区。届时22个阿拉伯国家的观众使用家庭卫星接收天线即可收看来自中国的阿拉伯语频道的节目。

 

  中央电视台阿拉伯语频道设有新闻、专题、娱乐和教学四大类9个栏目,主要有《对话》、《话说中国》、《纪录片》和《科技博览》等。频道开播之初,节目播出方式为4小时一单元,除新闻及时更新外,其他节目每天重播6次。

 

中国与阿拉伯国家都拥有悠久的历史和灿烂的文明,双方的交往源远流长。随着经贸合作和友好交往的不断深入,阿拉伯国家的中国热也在持续升温。

阿语电视的开播,是一件好事,自不必多言。可沙特当地报纸的题目用词,我感觉有些不快。Court一词,用的是否合适?也许我想得太多了。

Beijing courts Middle East with Arabic TV channel

RIYADH: China Central Television (CCTV) launched an Arabic-language channel for the Middle East and Africa on Saturday as part of the government’s efforts to expand its relations with the Arab and Muslim world, the Chinese Embassy announced here.

 

The 24-hour channel will air in 22 Arabic-speaking countries, reaching a total population of nearly 300 million people, CCTV said in a statement at the launch of the new service. The new channel is available through Nilesat and Arabsat services for viewers in the Middle East.

 

This is the fourth foreign-language channel we are introducing, after English, French and Spanish,” the official spokesman from the embassy told Arab News.

 

The spokesman said that the new channel would serve as an important bridge to strengthen communication and understanding between China and Arab countries. Furthermore, he added that his country wants to show the real China to the Arab world through this channel. “We would like to project a clear image of our country in this part of the world.”

 

The channel, which has a budget of $6.6 billion, will carry news, feature stories, entertainment and educational programs.

 

Musad Al-Zayani, a Saudi journalist who watched the new channel, described it as a comprehensive stream that enables Arab viewers to learn about Chinese culture and heritage. “This is going to bring China and the Arab region closer than ever,” he said.

 

Beijing is carrying out a multibillion-dollar effort to raise the profile of its state media abroad by expanding CCTV, the Communist Party newspaper People’s Daily and the official Xinhua news agency reported in Beijing soon after the launch.

 

The launch of the Arabic channel comes in the wake of(尾随,紧跟,仿效) China’s rapid economic growth and rising global influence. China gets more than half of its imported oil and natural gas from the Middle East, while countries in the region look to China for investments. Many analysts say the growing commercial ties between these two regions are redefining geopolitics(地缘政治).

China launched a 24-hour Arabic-language television service on Saturday. Though this project has been in the planning for a long time, there is little doubt that Beijing has felt the need to get over its own side of the argument as a result of the recent violence among ethnic Uighurs, which has shocked and saddened fellow Muslims throughout the world.

 

The Chinese are also aware that as with Tibet, the often critical comments have been led by other international broadcasters, such as CNN, the BBC and Al-Jazeera. It clearly believes that by mixing entertainment with programs of news and comment, it will project a more positive and even benign()良性的, (气候)良好的, 仁慈的, 和蔼的) image of China and its singular(单一的, 非凡的, 异常的, 持异议的) economic expansion.

 

In this respect, the new TV station is to be welcomed, though it has to be said in an already crowded market, the Chinese Arabic TV service will have to win its place on its entertainment as well as informational basis. Arabic-speaking viewers will be as cautious of accepting its take on global affairs as they are on the broadcasts of CNN and the BBC, even though both these organizations make much of their absolutely independent editorial control.

 

Despite such protests, it is inevitable that any broadcaster is going to reflect the values and outlook of its home country. Therefore, the new Arabic service from China may be of consummate(圆满的, 至上的, 完美的) interest to us here in the Middle East because it can be expected to give us a greater understanding of the way the Chinese are viewing the challenges we face in the region. It may indeed prompt a closer Chinese engagement, which in principle cannot be seen as unwelcome.

 

China is in the process of matching its substantial new economic power with a markedly more prominent place in world affairs. This may not be entirely welcome in North America and Europe but it is impossible to imagine how China could avoid moving increasingly center stage geopolitically. As an addition to its existing English-language broadcasts, the Arabic station almost certainly represents the importance with which Beijing regards the Arab world, not simply as an attractive market for goods and services but also as a location for major new investments.

 

It may indeed be significant that the new Arabic service precedes(在之前) the launch later this year of a Russian-language station. This is also likely to be extremely interesting but for different reasons. The Russians have proved extraordinarily xenophobic(恐惧(或憎恨)外国人的,恐外的). In particular there has been widespread anger at Chinese immigration into the east of the country in the last decade. Yet with a falling birth rate and declining life expectation, Russia needs new people to work millions of hectares of farmland uncultivated since Communist collectivization collapsed. Maybe the new Russian-language Chinese service will help convince Russians immigrant labor will actually benefit both countries not threaten Russian jobs.

 

The wider perspective, however, is that China now recognizes the need to engage internationally, not simply to get its own message across but also to try and deepen outside understanding of its remarkable history and achievements.
